Seems that the publication has a wrong state or it was published into different infrastructures as PRE / PRO with a bad state.

Dédalo use a publication state to identify if the records has been publish and if it doesn't has any change prevent his re-publication, but in some cases it could stop the publication between systems.

To prevent this, you can activate the publication option:

Ignore temporarily the publication status when publishing.

And try to publish it again.

Note: do not use it in all publications, do not use it regularly, the process will be longer, because you will have to check records that are not necessary to republish.
